On Earth Day, Wednesday April 22, 2009, students from around the nation deliberated the question: Should a clean and healthy environment be a constitutional right? The debate over climate-change and emission standards has been further complicated by an ailing automotive industry and an uncertain economy. Environmental issues have taken center stage in the Obama administration and with actions being taken by governments around the world.
