National Student Deliberation

The Exchange is an exciting way for high school students to discover how their peers in their classrooms and around the country view important constitutional issues facing the nation. The Constitution Center produces three programs a year, each on a different constitutional topic. Each program features a unique classroom based curriculum and a live video conference event, allowing students from around the country to deliberate face to face.

The most recent installment of The Exchange, took place on Earth Day, Wednesday April 22, 2009, when students from around the nation deliberate the question: Should a clean and healthy environment be a constitutional right?  The debate over climate-change and emission standards has been further complicated by an ailing automotive industry and an uncertain economy.   Environmental issues have taken center stage in the Obama administration and with actions being taken by governments around the world.
