We in the colonies have boasted for years of the English constitution—the system of customs, laws and traditions by which Britain is governed. Our leading thinkers admire its “mixed” government: one part monarchy (the King), one part aristocracy (the House of Lords) and one part democracy (the House of Commons). Acting together, the three make up Parliament. We boast of the unparalleled liberties, like freedom of speech and trial by jury, that this system gives us.As a writer says in this month’s New American magazine, it’s the “best model of Government that can be framed by Mortals.”
